It definitely is an Office 365 account that was being used to log in in the previous computer. Earlier today, that same email address was used to log into that same machine, but with no local admin account present at that point.Like here in the Philippines they will accept numbers like +63925 which is owned by Globe Telecommunications but not +63961 which is owned by Smart Communications. So to answer your question, it's probably because of your sim card or phone number.
